Abstract: 

The present article, while examining the theoretical foundations and concepts of Qualification, deals with the history of the system of vocational Qualification in the world, the scope, and typology of different types of Qualification frameworks in detail. The methodology of this research is descriptive-exploratory and is of applied research type. The required data and information have been collected and processed by the library method and referring to written and internet scientific and organizational documents. The analysis was performed with the help of secondary analysis and based on lived experience and data and categorized information available in both existing and expected situations. The statistical sample consisted of 34 valid scientific sources, mainly foreign and organizational documents, which were purposefully selected. It was found that the most appropriate framework of the vocational Qualification Framework has a comprehensive approach arising from sectoral frameworks with the agreement of stakeholders and social partners. Also, the educational standards of the organization in terms of skill level will not have a proportional distribution with the composition and texture of the country's jobs and as a result, will not be with the National vocational Qualification Framework. Also, the provision of governmental and non-governmental training by the organization is not appropriate for the active population of the country and will not include lifelong learning for the people of the society. Therefore, the organization needs to enrich and strengthen training standards and pay more attention to employee training for a more prominent presence within the National vocational Qualification Framework and requires the mechanisms of the establishment of certificate equivalencing with the formal degree and accumulation and transfer of training credits.

Abstract: 

The production of knowledge-based and job-creating is not just a slogan of the day, but a basic requirement that requires operational and strategic measures. In this regard, the present study was conducted with the aim of providing a model of knowledge-based and employment-generating production based on technical-professional skills. The present study is an applied-developmental research that was conducted with a mixed exploratory research design. The statistical population of the quality department includes 15 staff and provincial managers of the technical and vocational education organization. In the quantitative part, the views of 391 trainees of the technical and vocational education organization were used. The data collection tool in the qualitative part is a semi-structured interview and in the quantitative part is a Likert scale questionnaire. For data analysis, content qualitative analysis method with MAXQDA software, structural-interpretive modeling with MICMAC software and partial least squares method with SMART PLS software were used. The results showed that empowerment of technical-vocational trainers and reviewing the content of technical-vocational training have a high influence and affect technical knowledge and scientific production knowledge through entrepreneurial training. technical knowledge and scientific knowledge of production also significantly produce knowledge-based production. Finally, through the production of knowledge-based, the macro goals of job creation can be achieved.

Abstract: 

The current study is a survey-descriptive one in which the statistical population includes the experts working at technical and vocational Training organization and its subordinate offices, experts working in the industrial section, faculty members and scientific centers. The required data for this study were collected through researcher-made questionnaires and check lists. Analytic Hierarchy Process was employed to help choose the best courses and skills from four different perspectives (needs of job market and industry market, attention to entrepreneurship development, attention to job creation for university graduates and equality of priorities). The results showed that the priorities from the perspective of choosing the skills based on the need of the job and industry market are as follows: the first priority is the skills of repair and maintenance of gem spectrometer, the second one is assigned to the skills of working with gem spectrometer, the third priority belongs to the skills of repair and maintenance of X-Ray emission spectrometer, the forth one is the skills of repair and maintenance of gas chromatography-gem spectrometer and the last priority is the skills of working with X-Ray emission spectrometer. From the viewpoint of attention to entrepreneurship development the priorities are as follow: the first one is related to the period of working in chromatographic laboratory as a user having the skills of working with gas chromatography-gem spectrometer, the second priority is having the skills of a furnishing mill user, having the skills of working with furnishing mill, the third priority is the skills of X-Ray user having the skills of working with X-Ray emission spectrometer, the forth one is the skills of repair and maintenance of visible-ultraviolet spectrometer and the fifth priority is the skill of working with refract meter. From the perspective of attention to job creation for university graduates the priorities are as follows: the first one is the skills of working with the device of sedimentation in vacuum with fire vaporizer, the second priority is the skills of repair and maintenance of gem spectrometer, the third priority is the skills of working with gas chromatography-gem spectrometer, the forth one is the skills of repair and maintenance of nuclear magnetic resonance-immediate transfer and the fifth one is the skills of working with chromatography of provided liquid. From the perspective of equality of priorities, the result showed that the first priority is the period of working in the spectrometric laboratory as a user having the skills of repair and maintenance of gem spectrometer. The second priority is assigned to the period of working as a user in the relevant chromatographic laboratory having the skills of working with gas chromatography-gem spectrometer. The third one relates to the period of working in the spectrometric laboratory as a user having the skills of working with gem spectrometer. The forth priority is the period of working as a user of X-Ray spectrometer having the skills of working with X-Ray emission spectrometer and repair and maintenance of it.

Abstract: 

technical and vocational Training organization considers the improvement and promotion of financial resource efficiency as one of the main strategies to implement a comprehensive system of skills and technology across the country. Therefore, the identification of influential factors in the financial resource allocation is very crucial for policy makers and managers in the organization. This is the main objective of this research. Statistical society includes all provincial departments of vocational training used in this study during 2012-2013. The methodology is based on Panel Data. The results represent allocating financial resource to vocational and technical training centers in provinces should consider five influential variables, namely unemployment, educational commitment, number of instructors and staffs, and finally, number of workshops. This means that the allocation of financial resources in provinces must be done according to the coefficients %15, %26, %30, %28 and %4 respectively, based on unemployment rate, responsible training hours, number of instructors, number of administrative staffs and number of workshops.

Abstract: 

The current research was conducted with the aim of investigating the challenges of education in conservatories (technical and vocational schools and vocational schools). The research method is descriptive-analytical (documentary) and fundamental-theoretical. The analysis of information was done in a rational-logical way, and the library and data collection methods were used to collect the information. Research sources include books, theses, publications, reliable domestic and foreign websites, and research related to the research topic. It can be concluded that providing efficient human resources is possible through the creation of an efficient education system. In such a system, its various components and elements, including teaching materials, students, teachers, educational materials, space and equipment, budgets and credits are interrelated with each other so that the expected goals can be achieved. In addition, each of these components must have the necessary quality and efficiency. It should be noted that the current state of education in conservatories in the secondary period is significantly far from the desired and expected state of this sector and the existing problems and shortcomings(Insufficient number of conservatories, low per capita workshop space, wear and tear of educational equipment, weakness in needs assessment and training of human resources according to existing disciplines, low quality and effectiveness of in-service training courses and weak entrances to conservatories) education efficiency It affects the conservatories.

Abstract: 

The present study is a development-applied research in terms of purpose because it intends to "identify the factors evaluating the performance of the technical and vocational education organization of the country" and thus help the designers of the organization to adopt the optimal form of the organization. In the present study, based on the objectives and hypotheses of the research, tools such as questionnaires and interviews were used. This study uses the opinion of experts to examine the factors and indicators of performance evaluation in this organization. The results show that the first factor affecting performance appraisal in technical and professional organizations is empowerment. The second factor influencing performance appraisal in a technical and professional organization is process modification. The third factor influencing performance appraisal in a technical and professional organization is productivity. The fourth factor influencing performance appraisal in technical and professional organizations is education. The fifth factor influencing performance appraisal in technical and professional organizations is knowledge transfer. The sixth factor influencing performance appraisal in technical and professional organizations is financial management. And these factors can be effective in improving the performance of the organization and optimizing resources.

Abstract: 

technical, vocational and entrepreneurship education always emphasized as a tool for economic and social development in different countries. The main purpose of this study is to design an entrepreneurship education model in the technical and vocational education system of Iran. The research method is applied in terms of purpose and based on data collection,it is qualitative using Grounded theory method. Using purposeful sampling and snowball sampling method, semi-structured in-depth interviews conducted with 15 experts of entrepreneurship and technical and vocational training, and the data analyzed using open, axial and selective coding through Max QDA software 2018 version analyzed. The paradigm model based on the central phenomenon (entrepreneurial skills training) affected by causal conditions (personality traits of skills of graduates of technical and vocational education system, content of educational programs, teaching methods, patterns of skills training of family learners, abilities and competencies of technical and vocational management trainers) Causal conditions (infrastructure, government support, link between technical and vocational education system and industry, entrepreneurial ecosystem support for trainees) and intervening variables (economic factors, evaluation system for technical and vocational certification, mass media and social media) along with strategies and consequences of were formed in the system of entrepreneurship education in technical and vocational education system (individual level and macro level) formed.

Abstract: 

This research aimed to design the vocational Qualifications Framework of trainers as well as determine the expected competencies of technical and vocational trainers. The type of research is applied in terms of purpose and it is a descriptive survey in terms of data collection. The research method is a combination of quantitative and qualitative studies. Data collection tools are documentary study, electronic questionnaire and interview. The reliability of the questionnaires was 0. 985 and its validity was confirmed by experienced experts, trainers and experts of technical and vocational education. The statistical population consisted of three groups including educators, experts and managers of instructor training centers and technical and vocational organizations, and foreign technical and vocational education experts related to the technical and vocational education organization. Content analysis was used to evaluate and analyze qualitative data, mean and standard deviation were used in quantitative data analysis in the data description section, and one-sample t-test and one-way analysis of variance were used in the inferential section. By content analysis, 112 statements of trainers' competencies including entrance competencies, general competencies and specialized qualifications were obtained. These statements were surveyed through questionnaires and interviews. The results of quantitative data analysis showed that all respondents, on average, strongly agreed with all the statements. The results of the Levin test showed that in any of the variables in all three groups, competencies were not significant and the hypothesis based on homogeneity of variance was confirmed and the results are reliable despite the inequality of the statistical population.
